The reason for MJ only citing 74 counties is that people in Oklahoma County, Tulsa County, and Cleveland County (Norman) have shown markers which would indicate half of their populations can read at or above college entrance level.
It would be the editor’s ascertion at some point these three counties could indeed make their own move towards some sort of Baltic State like political existence.*
